Affiliate Marketing VAT

I am just wondering does anyone know if affiliate marketing payments from foreign countries are subject to VAT?

If you're a VAT registered business you normally wouldn't levy VAT on another VAT registered business in a different EU country

What I mean is, am I likely to incur any VAT charges anywhere in the line?
