An Efficient Structure for an Irish Web Directory

Is the Dmoz directory structure for an Irish website directory worth replicating or is it too fragmented? Would a simpler county/site category approach be more efficient?

Their structure is all over the place. Some of the base categories might work, but the crazy cross-referencing is messy and confusing.

Do you really need to go down like 4 layers for a single listing?

I remember examining the structure in 2003 but a few years ago someone got the bright idea to explode the structure into piles of sublayers and most of them have no content. It was, to my mind, like someone puked in the Dmoz database.

Do you really need to go down like 4 layers for a single listing?
I'm not sure yet. The hard part is going to be classifying websites. Two or perhaps three layers at most might work.
