I'm hoping to get a zone for ie. as in all the .ie domains.

First I lookup the nameservers for the ie. tld.

$ dig ns ie.

; <<>> DiG 9.6.0-APPLE-P2 <<>> ns ie.
;; global options: +cmd
;; Got answer:
;; ->>HEADER<<- opcode: QUERY, status: NOERROR, id: 31282

;; QUESTION SECTION:
;ie. IN NS

;; ANSWER SECTION:
ie. 86400 IN NS b.iedr.ie.
ie. 86400 IN NS gns1.domainregistry.ie.
ie. 86400 IN NS gns2.domainregistry.ie.
ie. 86400 IN NS ice.netsource.ie.
ie. 86400 IN NS uucp-gw-2.pa.dec.com.
ie. 86400 IN NS ns3.ns.esat.net.
ie. 86400 IN NS uucp-gw-1.pa.dec.com.
ie. 86400 IN NS ns-ie.nic.fr.
ie. 86400 IN NS banba.domainregistry.ie.

I then attempt a zone transfer
$ dig b.iedr.ie axfr

; <<>> DiG 9.6.0-APPLE-P2 <<>> b.iedr.ie axfr
;; global options: +cmd
; Transfer failed.

Notice the transfer failed. I take it their dns servers are configured not to authorise a zone transfer. This is where I'm stuck. How do I get the entire zone transfer? Thanks.

Well to start with no domain registry is going to leave their nameservers open to a zone transfer to a non-authenticated user. The only zone transfers that would be possible are ones between the masters and their slaves.
Some registries (all the gTLDs for example) do offer zone file access to people, but not via this method. You'd normally access it using FTP or SCP or something similar and only if you had signed a contract with them.
In the case of the .ie ccTLD (and most ccTLDs) they do not give zone file access to any 3rd parties under any circumstances.

Thanks for the insight.I'm wondering how websites find out what domains have dropped or are about to drop ex: dropped.ie. Does dropped.ie just cover blacknight registered domains that are about to drop or the entire .ie spectrum?

We're using publicly accessible data.
Unfortunately there is no way to get 100% of the data in realtime due to the registry's policies - and they're highly unlikely to change them
