It's part of the RIPE description for an IP entry.

For example:

inetnum: 83.98.166.0 - 83.98.166.255
netname: BLACKNIGHT-4
descr: Blacknight Dedicated Hosting Network
descr: +353.599183072
remarks: ABUSE CONTACT: abuse@blacknight.ie
country: IE
admin-c: MN2067-RIPE
tech-c: MN2067-RIPE
tech-c: PK2608-RIPE
tech-c: NS1294-RIPE
status: ASSIGNED PA
mnt-by: ROKSCOM-MNT
source: RIPE # Filtered

That's for the netblock where this server resides.

Compare that to a Smart Telecom block:

inetnum: 84.203.0.0 - 84.203.255.255
netname: IE-SMARTTELECOM-20040524
descr: Smart Telecom Holdings
descr: PROVIDER Local Registry
country: IE
org: ORG-STH1-RIPE
admin-c: RK2019-RIPE
admin-c: JL2247-RIPE
tech-c: RK2019-RIPE
status: ALLOCATED PA
mnt-by: RIPE-NCC-HM-MNT
mnt-lower: smart-telecom-noc
mnt-routes: smart-telecom-noc
