When to start a forum

When would you think a site is ready to add a forum (unique visitor wise) ?


I don't want to fall into the trap of having an empty forum making the site look bad... at the moment I am on 500-1000 uniques a day (all traffic is very targeted though)...

i think it does...

a board on the same topic has about 15million posts and 300k members, but it's very much the big fish with nothing else close...

also about 30% of my traffic comes from this board....

there is about 15 other smaller board on the topic , but none bigger than this forum here...
