backlinks and regional seo

Hi
I was just wondering if one had an on-line business one wanted to market to the French market
How would you go about ranking high in terms of seo in google.fr
I have heard it said that seo is all about backlinks but in this case would the backlinks have be on French sites or does it matter

In other words if you are aiming a site in a particular country and working on your seo campaign does the back links have to be in that country

Your website needs to have .fr website extension as oppose to .com if you want to rank high in Google.fr. Try to get as much links from .fr sites as possible that will enable you to rank high in Google.fr.

From my personal experience of late, regional back links are starting to count a lot more. If I was trying to rank on .fr I would

- Get a .fr TLD
- Host in France if possible (this point will prob be debated)
- Get lots of regional backlinks

I dont know hoe easy it is to a .fr as there are restrictions so I was thinking of just hosting it there instead

Is there any way of telling google by meta tag or other wise that your site is French
I know there is a language tag I can use
