Two websites - same content, is it a problem?

I was managing two sites, with nearly the same content. one was a .ie and the other a .com

The .ie got attacked with a dos attack on letshost, (so they said) and was down for like a week.

They (google) stopped ranking my .ie site and ranked my .com site, which wasn't my main site....

I did a 301 redirect now on my .com to my .ie but still my .ie site isnt fully back in the google.com postion it was...

Really annoying...

Because content is king so u can not use same content in different web site.
Same content in 2 different web site is a big problem because search engine will index the one of the two in the same site.

We ca use canonical tag to avoid duplicate content, because canonical tag treat as a hint by search engine to know the original.
